The alarming decline in African American admissions at UCLA did not begin with the passage of the law that outlawed affirmative action in 1997, Proposition 209. A host of factors both internal and external stretching back to the '70s gave rise to the current crisis. And no one is more qualified to explain it than Dr. Winston Doby '63, M.A. '72, Ed.D.
